monitor_uptimestringコマンドは、モニターのアップタイム文字列を返します。アップタイム文字列には、時間、分、秒単位でモニターのアップタイムが記述されます。モニターが現在アラーム状態である場合は、モニターのダウンタイムを示すアスタリスク（*）が文字列の先頭に追加されます。
